This checklist walks through every verification that matters — planning approval, RERA, title, encumbrance, revenue records, conversion, airport-zone restrictions and registration — in the order you should do them.

What must you verify before buying a plot in Bhogapuram?

Work through the following twelve steps in sequence. Each one can end the deal, so do the cheap checks before the expensive ones.

  1. Confirm the planning approval. Get the layout permit number and the sanctioning authority — VMRDA, a municipality or the Directorate of Town and Country Planning — and verify it independently.
  2. Check RERA registration.Get the Andhra Pradesh RERA number and look it up on the authority’s own website.
  3. Read the parent title deed and the chain of link documents showing how the seller acquired the land.
  4. Obtain a 30-year encumbrance certificate for the survey number, not the shorter 13-year version usually offered.
  5. Match the revenue records. Pattadar passbook, adangal and 1-B register for agricultural land; names, extents and survey numbers must agree with the deed.
  6. Search the Section 22A prohibited property list for the survey number.
  7. Check for Urban Land Ceiling and assigned-land history, and for any land acquisition notification affecting the parcel.
  8. Confirm NALA conversion if the land is classified agricultural and you intend any non-agricultural use.
  9. Verify the survey number physically. Commission a licensed surveyor to demarcate boundaries against the field measurement sketch.
  10. Check master-plan land use, road widening alignments and airport-zone height limits for the parcel.
  11. Clear the dues. Property tax, water and electricity arrears, and any society or layout maintenance charges.
  12. Register a full sale deed in your own name, paying stamp duty on the correct value. Never settle for a general power of attorney.

How do you confirm a layout is VMRDA-approved and RERA-registered?

Ask for two numbers and verify both yourself: the layout permit number issued by the planning authority, and the Andhra Pradesh RERA registration number for the project.

The Visakhapatnam Metropolitan Region Development Authority (VMRDA) is the metropolitan planning body for the Visakhapatnam–Vizianagaram region that includes the Bhogapuram airport corridor. A VMRDA-approved layout has had its road widths, drainage, open space and plot geometry checked against planning norms, and the approved layout plan is a public document. Not every parcel in the corridor falls under VMRDA — some layouts are sanctioned by a municipality or by the Directorate of Town and Country Planning — so establish which authority signed off before you go looking for the file.

Andhra Pradesh RERAregistration is a separate requirement that applies to promoters marketing qualifying real estate projects. The public register shows the promoter, the sanctioned plan, the declared extent, the promised completion date and complaints filed against the project. Two practical rules: never accept a screenshot as proof, and search by the registration number on the authority’s own site. A brochure that mentions RERA without giving a number is telling you something.

A stamped drawing is not approval. Ask to see the sanction letter and the release plan, then compare the plot numbers on the release plan with the plot you are being sold.

What is the difference between an approved plot and an unapproved venture?

An approved plot sits inside a sanctioned layout with a permit number, roads and open space formally handed over, and a registered layout plan. An unapproved venture is agricultural land informally subdivided and marketed as plots, often with impressive gates and a laid-out gravel road but no sanction behind it.

Unapproved plots are not automatically a fraud, and some do get regularised. But the discount you are being offered is compensation for a risk you are taking on, not free money. Price it that way.

Which title documents and encumbrance certificate do you need?

You need the parent document that created the seller’s title, the link documents showing every transfer since, and a 30-year encumbrance certificate for the survey number.

  • Title deed / parent document. The registered sale deed, partition deed, gift deed or succession record through which the current owner acquired the land.
  • Link documents. The chain connecting the parent document to today. Gaps in the chain are where disputes hide.
  • 30-year encumbrance certificate. Available through the Andhra Pradesh registration and stamps (IGRS) portal or the sub-registrar office. It lists registered mortgages, sales, gifts, leases and attachments. Sellers often produce a 13-year EC because it is the default; ask for 30 years anyway.
  • Legal heir and family position. Where the land came through inheritance, establish who all the heirs are. A deed signed by one of four siblings is a lawsuit waiting to be filed.
  • Tax receipts.Recent property tax or land revenue receipts in the seller’s name corroborate possession.
  • No-dues and no-litigation confirmation. Ask your lawyer to run a search for pending suits affecting the property.

An EC records only registered transactions. It will not show an unregistered agreement, an oral family arrangement or an ongoing boundary dispute — which is exactly why you also do the physical checks below.

What extra checks apply to agricultural land and NALA conversion?

Much of the land changing hands around Bhogapuram, Denkada and Natavalasa is still classified agricultural. That brings three extra layers of verification.

Revenue records.The pattadar passbook is the state-issued record of an agricultural landholder’s title. The adangal (also called the pahani) and the 1-B register record the survey number, the extent, the classification and who is cultivating. These are viewable through Andhra Pradesh’s online land records service. The name, survey number, sub-division and extent must match the sale deed exactly. Note also that Andhra Pradesh uses its own land records system — the Telangana Dharani portal is a different state’s system and is not applicable here.

Classification and assignment. Establish whether the land is patta land, assigned land or government land. Assigned land granted to landless beneficiaries carries transfer restrictions, and buying it can be void. Endowment, wakf and forest land come with their own prohibitions.

NALA conversion.Under Andhra Pradesh’s framework for converting agricultural land to non-agricultural use, you must obtain conversion before using the land for residential, commercial or industrial purposes. The application goes to the revenue authorities and a conversion fee — commonly cited as a percentage of the land’s basic value — is payable. Either confirm the seller has already converted, or budget the cost and the delay yourself. Do not accept a verbal assurance that conversion is a formality.

How do you verify the survey number, boundaries and airport-zone restrictions?

Get a licensed surveyor to physically demarcate the plot against the field measurement sketch before you pay, and separately check the master plan and airport height restrictions for that parcel.

  • Physical demarcation. Engage a licensed surveyor to fix the boundaries on the ground using the field measurement book sketch and the sub-division records. Corridor land is regularly sold with boundaries that do not match the paper extent.
  • Access.Confirm there is a legal approach road, not merely a track across a neighbour’s field. Landlocked plots are common and very hard to resell.
  • Section 22A prohibited property list. Search the survey number on the state registration portal. Listed properties cannot be validly registered.
  • Urban Land Ceiling and acquisition history. Check for any ULC proceedings, older acquisition notifications, or land taken for the airport and its access roads.
  • Master plan and road widening. Ask the planning authority whether the parcel is affected by a proposed road widening, a service road alignment or a reserved land use. Highway frontage on NH-16 is attractive precisely because it is exposed to this.
  • Airport height and land-use restrictions.Parcels within the obstacle limitation surfaces and approach funnels of the airport face height caps, and building above the permitted height needs a no-objection certificate from the Airports Authority of India. How does registration and stamp duty work in Andhra Pradesh?

A sale of immovable property is completed by executing a sale deed and registering it at the jurisdictional sub-registrar office. Registration attracts stamp duty, a transfer duty and a registration fee, charged on the higher of the transaction value and the government market value fixed for that survey number.

Widely cited figures put the combined cost of a sale deed in Andhra Pradesh in the region of 7 to 8 percent of value, but slabs, concessions and market-value tables are revised periodically. Look up the current rate and the market value for your survey number on the state registration and stamps portal, or ask the sub-registrar directly, before you finalise your budget. The typical sequence runs like this:

  1. Agree terms and, if you must, sign a registered agreement to sell with a clear timeline.
  2. Complete legal due diligence and obtain the encumbrance certificate.
  3. Check the government market value for the survey number and compute duty on the higher figure.
  4. Draft the sale deed with the correct schedule of property, extent and boundaries.
  5. Pay stamp duty, transfer duty and registration fee, then present the deed for registration with both parties and witnesses present.
  6. Collect the registered document, then apply for mutation so the revenue and municipal records show your name.

Mutation is the step buyers most often skip. Registration transfers the property; mutation updates the government’s records of who owns it. Without it, tax notices and future transactions get complicated.
